§ 38-78. LIBRARY PERSONNEL, BUDGET, AND DUTIES; COMPENSATION.
   The Board may recommend suitable applicants, subject to appointment by the Business Manager, for the position of librarian, assistants, and other personnel. Compensation for these positions shall be set and approved by the Business Manager, as with other city agencies. The librarian shall be the administrative officer of the library. The Board shall recommend an annual budget to the Business Manager. The Board shall set the policy of the library, supervise, and care for the grounds, rooms, or buildings constructed, leased, or set aside for the library subject to approval of the Business Manager.
