§ 30-1. CHIEF OF POLICE; ASSISTANT CHIEF OF POLICE; POLICE OFFICERS; APPOINTMENTS; REMOVAL OR DISCIPLINE.
   (A)   The City Council shall appoint the Chief of Police, who shall hold office until his or her respective successor has been appointed and qualified, but is subject to removal at any time as provided by applicable law, city ordinance, regulation, personnel policy of the Police Department or city, or majority vote of the City Council, and further is subject to disciplinary action as authorized by the personnel policy of the Police Department or personnel policy of the city.
   (B)   There is hereby established a committee for the purpose of determining the requisite qualifications for the position of Chief of Police; for screening applicants for said position; conducting interviews of qualified applicants; setting forth procedures for the screening process; and for making recommendations to the City Council of approved candidates. The committee shall not be empowered to hire or appoint a Chief of Police, but only to make recommendations to the City Council for such purposes.
   (C)   The above-noted committee shall consist of the following members:
      (1)   Mayor or Acting Mayor;
      (2)   A member of the personnel committee, as selected by said committee; and
      (3)   Business Manager, who shall serve as chairperson for the committee.
   (D)   The Chief of Police shall appoint an Assistant Chief of Police, and such other police officers, as he or she deems necessary, subject to approval by the Business Manager. The Assistant Chief of Police and other police officers shall hold their offices unless removed therefrom by the Chief of Police, or otherwise as provided by applicable law, ordinance, regulation, personnel policy of the Police Department or city, or by majority vote of the City Council.
   (E)   The committee created herein shall regularly review the position of Chief of Police every two years following the appointment of the same, and shall submit its findings to the City Council. The Council shall take whatever action it deems reasonable and necessary for the continued employment or termination of the Chief of Police.
