§ 26-83. DEFINITIONS.
   For the purpose of this article, the following definitions apply unless the context clearly indicates or requires a different meaning.
   HEALTHCARE CENTER OR FACILITY. A fixed and/or a mobile establishment with an organized staff of healthcare professionals, with facilities that are equipped and operated primarily for the purpose of performing the following, including, but not limited to: radiology, oncology, surgical, imaging, cardiac, and cardiopulmonary procedures, including, but not limited to, physician services, and healthcare professionals or nursing services available, whenever a patient is in the facility, which provides services or other accommodations for patients for treatment, diagnosis, or recovery for a period of not to exceed 23 hours.
   HOSPITAL. Any institution, place, building, or agency, public or private, whether organized for profit or not, devoted primarily to the maintenance and operation of facilities of the diagnosis, treatment for care of patients admitted for overnight stay or longer in order to obtain medical care, surgical care, obstetrical care, or nursing care for illness, disease, injury, infirmity, or deformity.
   NON-CITY. A hospital, healthcare center, or facility is not owned and/or operated by the city, or that the hospital, healthcare center, or facility is not a public trust with the city as sole beneficiary.
