The Hospital Board shall hold a meeting at least once a month and keep a complete record of all its proceedings. Four members of the Hospital Board shall constitute a legal quorum thereof. One of its members shall visit and examine the hospital at least twice each month. No member of the Board shall have a pecuniary interest, either directly or indirectly, in any purchase for the hospital, that is, unless the purchase is made upon a competitive-bid basis.
