§ 22-178. PENALTY.
   Any person who violates, neglects, or refuses to comply with any of the provisions of §§ 22-171 through 22-177 shall be fined as follows:
   (A)   First offense: $250;
   (B)   Second offense: $500; and
   (C)   Third or subsequent offense: $750.
