§ 22-136. ESTABLISHED.
   (A)   The Fire Department of the city is a volunteer fire department which is comprised of not less than 12 nor more than 20 volunteer firefighters.
   (B)   For the purpose of this division, a VOLUNTEER FIREFIGHTER shall be considered as one who is enrolled as a member of the Fire Department and who serves in that capacity without receiving a regular salary.
