§ 22-109. TO ANSWER OUTSIDE CALLS, WHEN.
   The Fire Department of the city is authorized and directed to answer all outside calls within a distance of three miles from the nearest station, unless, in the opinion of the Fire Chief, it is inexpedient to do so on account of another fire in the city, broken apparatus, impassable or dangerous highways, or other physical conditions.
