The Chief of the Fire Department of the city is hereby delegated the authority to issue written permits to the operators of trucks or tank transports hauling liquefied petroleum gas to and from storage facilities located within the corporate limits of the city. The permit shall specify the route of ingress and egress from the city limits to the storage facility, and shall be routes which the Chief of the Fire Department shall deem least hazardous to the public and private welfare.
