§ 20-204. EMERGENCY AND AFTER-HOURS PURCHASES.
   (A)   EMERGENCY AND PURCHASES, for the purposes of this policy, shall be defined as purchases made in response to the loss or the imminent threat of loss or damage or injury to life, health, or property or to alleviate a delay which would result in unreasonable and unnecessary cost to the city.
   (B)   AFTER-HOUR PURCHASES, for the purposes of this policy, shall be defined as emergency purchases as defined in subsection (A) above made without a purchase order during weekends, holidays, or between the hours of 5:00 p.m. and 8:00 a.m. and which cannot reasonably be delayed.
   (C)   Emergency purchases for items costing less than $5,000 shall have no restrictions; however, these purchases shall be made as nearly to normal as practical. Emergency purchases for items costing $5,000 or more shall have the prior approval, written or verbal, by the Mayor or the City Business Manager within 48 hours after said purchase explaining why said purchase was necessary. The City Council shall be notified of all emergency purchase in excess of $5,000.
