§ 18-107. WORK TO BE DONE BY CITY FORCES OR BY CONTRACT.
   The work ordered to be performed under §§ 18-102 or 18-106 may be done by the employees of the city under the supervision of the Business Manager, or it may be let by contract to the lowest and best bidder, after appropriate notice, in the manner for letting other contracts by public bid.
