§ 12-99. FEE; BOND.
   No license shall be issued by the City Clerk until the person applying therefor shall pay to the Clerk a license fee, which fee is on file in the City Clerk’s office, and filing with the Clerk a bond in an amount which is on file in the City Clerk’s office with two sureties, or a surety company bond to be approved by the City Council, conditioned upon the licensee’s faithful observance and obedience to all the conditions and provisions of this article and pay any penalty or damages, which may be adjudged against such licensee by any court of competent jurisdiction, for the violations of any of the provisions of this article.
