No permit shall be issued, as provided for in this article, until the applicant shall have deposited with the City Clerk a cash bond in the sum which is on file in the City Clerk’s office to protect the city and cover loss or damage accruing to it or its citizens by reason of any negligence in connection with such moving or transportation or prohibited occupancy of the streets, sidewalks, and any and all property therein.
