A moving permit shall be obtained by making an application for the same in writing, reciting therein the character of the thing or object to be moved or transported along, over, or through any street or alley. It shall further recite the proposed route of such transportation and the place where any equipment used in effecting such moving shall be placed and secured. Such permit shall be issued upon compliance with all the required conditions and the payment of a fee which is on file in the City Clerk’s office. If work is started prior to receiving the required permit, the fee is doubled.
