No permit shall be issued to any electrical contractor or any other person to make connection or do any other work of any kind whatever in the city until a written application signed by the contractor or person, together with a statement of the work to be performed, shall be filed with the Inspector. No part of such work shall be executed until the Inspector shall have authorized the same to be done. Each application shall bear the owner’s name together with the lot and block number of the property on which the work is to be done.
