(A) It is unlawful for any person to engage in installing plumbing as described below within the city, unless it is a home in which he or she is residing, and of which he or she is the legal owner of said property, or is registered with the city and has a current and valid certificate of registration issued by the city for a plumbing contractor.
(B) For the purpose of this section, the following definitions apply unless the context clearly indicates or requires a different meaning.
GAS PIPING. All natural gas piping within or adjacent to any building, structure, or conveyance on the premises up to the connection with a natural gas meter, regulator, or other source of supply.
PLUMBING.
(a) All piping, fixtures, appurtenances, and appliances for, and in connection with, a supply of water within or adjacent to any building, structure, or conveyance on the premises and to the connection with a water main or other source of supply;
(b) All piping, fixtures, appurtenances, and appliances for sanitary drainage or storm drainage facilities, including venting systems for such facilities, within or adjacent to any building, structure, or conveyance on the premises and to the connection with a public disposal system or other acceptable terminal; and
(c) The installation, repair, maintenance, and renovation of all piping, fixtures, appurtenances, and appliances for a supply of water, or for the disposal of waste water, liquid waste, or sewage within or adjacent to any building, structure, or conveyance on the premises and to the source of supply of water or point of disposal of wastes.
(C) Only a person who has a current and valid license as a plumbing contractor issued by the state’s Construction Industries Board may register as such with the city.
(D) Upon application to the city, the applicant shall give full name, residence address, and place of business address. and in case of removal from one place to another, shall make a corresponding change in the register accordingly and the payment of the required fee to the City Clerk’s office. The city shall register such applicants and issue to them certificates of registration.
(E) City certificates shall not be valid after the termination or expiration of state licenses of certificates. Registration certificates of plumbing contractors issued as provided herein shall expire one year from date of issuance.
(F) For all certificates or registration authorized by this section there will be charged and collected the following fees: Plumbing contractor: $100 for the initial year and a $50 per year renewal fee thereafter (if not renewed within one year, renewal will be $100).
(G) A plumbing contractor must provide the name and license number of each worker employed by contractor as a plumbing journeyman or a plumbing apprentice.
(H) Any violation of any provision contained in this section is an offense against the city; upon conviction of any such offense, the violator shall be punished by a fine as follows:
(1) First offense: $200; and
(2) Second and subsequent offenses: $300.
