The inspecting officer shall not issue a building permit for any structure on any lot in a subdivision for which the plat has not been approved and recorded in the manner prescribed herein; provided however, that this section shall not apply to a lot in a recorded plat if, at the time of recording, the plat was not required by law to be approved.
