(A) General. The lengths, widths, and shapes of blocks shall be determined with due regard to:
(1) Provision of adequate building sites suitable to the special needs of the types of use contemplated;
(2) Zoning requirements as to lot sizes and dimensions;
(3) Needs for convenient access, circulation, control, and safety of street traffic; and
(4) Limitations and opportunities of topography.
(B) Length. Residential blocks shall not be more than 1,300 feet in length, except as the Planning Commission determines to be necessary to secure efficient use of land or to achieve desired features of the street system; measurement of block length shall be between property lines.
(C) Crosswalks. In any block over 700 feet long, the Planning Commission may require the subdivider to dedicate and construct a public crosswalk across the block. Such crosswalk shall have a minimum right-of-way width of ten feet, of which at least five feet shall be paved.
(D) Width. Residential blocks shall be wide enough to provide two tiers of lots of minimum depth, except where lots back upon a controlled-access thoroughfare.
