The City Council shall approve or disapprove the final plat, as transmitted by the Planning Commission, within 15 days from the date of receipt thereof. Approval shall be shown by a stamp of approval bearing the signature of the Mayor. Before the City Council may approve the final plat, a copy of the improvement plans approved by the engineer, as provided in § 25.40, shall be submitted to the City Council by the Planning Commission. Until the public dedications and the required improvements or a surety bond therefor have been accepted by the City Council, the final plat shall not be eligible to be approved. Action by the City Council shall include approval and acceptance of public ways, service and utility easements, and other land dedicated to public use.
