The City Council shall approve or disapprove the preliminary plat and improvement plans, as transmitted by the Planning Commission, within 15 days from the date of receipt thereof. Approval shall be shown by a stamp of approval bearing the signature of the Mayor and stating that the approval given thereby does not constitute approval for the purposes of recording.
