After the preliminary plat and improvement plans have been approved or approved conditionally by the Planning Commission, the Planning Commission shall, within seven days, transmit said plat and plans, together with its recommendations thereon, to the City Council for its consideration. If the Planning Commission does not approve, conditionally approve, or disapprove the preliminary plat within 45 days from the date of receipt thereof, then upon request by the City Council or the subdivider and, within seven days from such request, the Planning Commission shall transmit to the City Council the preliminary plat and all records relating thereto.
