Any person using the airport for agricultural aerial application which involves the loading, unloading, and storage of chemicals must maintain a base of operations at the airport and must have entered into a written agreement with the city and the Airport Commission. Such persons must be licensed by the proper agencies, show evidence of carrying required insurance, city permit, and work performance bond to cover the cost of any cleanup resulting from any spillage or accident.
