A need exists to establish a policy whereby users of the municipal airport may be afforded a fair and reasonable opportunity, without discrimination, to use the airport facilities for chemical application and further be afforded the opportunity to qualify or otherwise compete for airport space and the furnishing of selected aeronautical services.
