§ 85.59. TERMS BEGINNING WITH “S.”
   SCRAP AND WASTE MATERIALS WHOLESALE. Establishments engaged in assembling, breaking up, sorting, or distributing scrap and waste materials, including auto wrecking and junk establishments.
(85.59.10)
   SIGN.
      (1)   Any writing, letter, word, numeral, picture, illustration, emblem, symbol, trademark, flag, banner, pennant, or any other figure or similar character, which:
         (a)   Is visible to public view from a public street or way; and
         (b)   Is used to announce, direct attention, or advertise.
      (2)   The term SIGN includes lights designed or used to:
         (a)   Illuminate or direct attention to a sign; or
         (b)   Direct attention to a building, use, or premises other than solely by illuminating same.

   SIGN, ACCESSORY. A sign which directs attention to a business or profession conducted, or to a principal commodity, service, or entertainment sold or offered, on the premises where such sign is located. The term includes business signs, bulletin boards, home occupation signs, nameplates, and real estate signs.

   SIGN, ADVERTISING. A sign which directs attention to a business, commodity, service, or entertainment which is entirely or primarily conducted, sold, or offered elsewhere than on the lot on which the sign is located.

   SIGN, AREA OF. The entire area within a single, continuous perimeter enclosing the extreme limits of writing or other representation, together with any material or color forming an integral part of the display or use to differentiate the sign from the background against which it is placed.

   SIGN, FLASHING. Any illuminated sign, whether stationary, revolving, or oscillating, which exhibits changing light effects, including changes in the intensity, color, or direction of light where the rate of change exceeds the following maximum levels:
      (1)   In the case of revolving or oscillating signs: one revolution or full oscillation per 30 seconds;
      (2)   In the case of time, temperature, weather, and similar public information signs: one change of information per 15 seconds; and
      (3)   In the case of other lights that are alternately on and off: 15 seconds on and 15 seconds off.

   SIGN, FLASHING, INSTANTANEOUS. A flashing sign where the time periods are less than one- fifteenth of those set forth in its definition.
(85.59.45)
   SIGN, ILLUMINATED. A sign designed to give forth artificial light or to reflect artificial light from a source incorporated in or associated with such sign.
(85.59.50)
   STORAGE, MINI. Storage of non-hazardous residential items, including vehicles, boats, and recreational vehicles, within a weatherproof building.
(85.59.60)
   STREET. Any public or private right-of-way, highway, road, land, square, court, or way set aside as a permanent right-of-way for street purposes, 30 feet or more in width if it existed at the time of the enactment of these regulations, and any public or private way 50 feet or more in width if created after the enactment of these regulations.

   STREET, HALF. Any street platted 25 feet or more in width, where at the time of approval of the plat, it is the intent of the governing body that said street dedication shall constitute only a part of the total street easement width.

   STREET, INTERSECTING. Any street which joins another street at an angle, whether or not it crosses the other.
(85.59.80)
   STREET LINE. A lot line separating a street from a lot.

   STRUCTURE. Anything constructed or erected, the use of which requires permanent location on the ground or attached to something having a permanent location on the ground, and including (without limiting the generality of the foregoing) advertising signs, billboards, poster panels, mobile homes, fences, walls, and like construction.
