§ 85.30. CONSTRUCTION.
   For the purpose of this appendix, the language set forth herein shall be interpreted in accordance with the following rules of construction.
   (A)   Words used in the singular number include the plural, and words used in the plural include the singular.
   (B)   Words used in the present tense include the future tense.
   (C)   The word PERSON includes a firm, partnership, or corporation.
   (D)   The word LOT includes the words PLOT, PARCEL, or TRACT.
   (E)   The word SHALL is always mandatory and not merely directory.
   (F)   The word USED or the word OCCUPIED, as applied to any land or building, shall be construed to include “intended, arranged, or designed to be used or occupied.”
