(A) Building permit required. No building or other structure shall be erected, moved, added to, or structurally altered unless a building permit therefor has been issued by the inspecting officer, but no building permit shall be required for improvements having a cost or value of less than $50.

(B) Application for building permit.
(1) All applications. Each application for a building permit shall be on a form supplied by the inspecting officer, shall include such information as may be required by the inspecting officer as necessary for determining compliance of the proposed construction with this appendix, and shall be accompanied by:
(a) Plans in triplicate, drawn to scale, showing the shape and dimensions of the lot to be built upon and the shapes, dimensions, and locations on the lot of all existing and proposed buildings or alterations; and
(b) An application for a certificate of occupancy as provided in § 70.20.
(2) Flood district applications. All applications relating to property in flood districts shall include additional statements and plans setting forth the means by which the flood district requirements are proposed to be met.

(C) Action on application for building permit.
(1) All applications. No building permit shall be issued by the inspecting officer except in conformity with the provisions of this appendix, unless he or she received a written order from the Board of Adjustment in the form of an administrative review, conditional use permit, variance, or finding as provided by this appendix. One copy of the plans shall be returned to the applicant by the inspecting officer, after he or she shall have marked such copy either as approved or disapproved and attested to same by his or her signature on such copy. The original and one copy of the plans, similarly marked, shall be retained by the inspecting officer.
(2) Flood district applications. No building permit shall be issued with respect to property in a flood district until the engineer certifies in writing that the application complies with the requirements of the flood district.

(D) Expiration of building permit.
(1) Beginning of work. If the work described in any building permit has not begun within 90 days from the date of issuance thereof, said permit shall expire; it shall be cancelled by the inspecting officer; and written notice thereof shall be given to the persons affected.
(2) Completion of work. If the work described in any building permit has not been substantially completed within two years of the date of issuance thereof, said permit shall expire and be cancelled by the inspecting officer, and written notice thereof shall be given to the persons affected, together with notice that further work as described in the cancelled permit shall not proceed unless and until a new building permit has been obtained.
