§ 60.90. YARD EXCEPTIONS AND MODIFICATIONS.
   (A)   Building setback lines.
      (1)   Where the City Council has established a building setback line, other than in a subdivision plat, such line shall prevail, unless the yard requirements of these regulations require a deeper setback, in which case, such requirements shall prevail.
      (2)   Where the City Council has, subsequent to the effective date of these regulations, approved a subdivision plat containing a building setback line, such line shall prevail over the yard requirements of these regulations.

   (B)   Front yards on narrow streets. Where a lot abuts on a dedicated street right-of-way less than 50 feet wide (or a half right-of-way less than 25 feet wide), the required front yard shall be measured from a line 25 feet from the centerline of such street.

   (C)   Interior yards along alleys. 
      (1)   No interior yard shall be required along an alley, except in the case of a building having a door opening on such alley.
      (2)   Carports with the entrance perpendicular to the alley may be placed ten feet from such alley, provided that:
         (a)   Three sides remain open;
         (b)   The carport is constructed of and finished with material which will blend in with the house, or be of an engineered metal structure with the required live loads and built of factory painted metal, and be approved by the authority having jurisdiction;
         (c)   Galvanized steel and corrugated fiberglass light panels shall not be used as a finish material; and
         (d)   They not be converted into garages.

   (D)   Projections into required yards. Every part of a required yard shall be open to the sky unobstructed, except for the following:
      (1)   The ordinary projections of skylights, sills, belt courses, cornices, and ornamental features projecting not more than 12 inches;
      (2)   Open or lattice-enclosed fire escapes, fire-proof outside stairways and balconies opening upon fire towers projecting into a yard not more than five feet, and the ordinary projection of chimneys and flues;
      (3)   Patios or unenclosed porches extending not more than eight feet into required front yards;
      (4)   Carports in required front yards or side yards abutting a street on corner properties may be placed on the property line or ten feet from the street curb, whichever is further from the curb. If a carport is placed closer than three feet to the property line, the lot must be surveyed before a permit is issued. Carports constructed under this rule will:
         (a)   Be completely open, except for any portion which is in contact with the dwelling;
         (b)   Be constructed and finished with material which will blend in with the house, or be of an engineered metal structure with the required live loads and built of factory painted metal, and be approved by the authority having jurisdiction;
         (c)   Not use galvanized steel or corrugated fiber-glass light panels as a finish material; and
         (d)   Not be converted into garages.
      (5)   Walls and fences, provided that walls and fences (other than wire mesh or similar open fences) shall not exceed the height of two and one-half feet in required front yards.

   (E)   Visibility at intersections in R, P, and O districts. On a corner in any R, P, or O district, nothing shall be erected, placed, planted, or allowed to grow in such a manner as materially to impede vision between a height of two and one-half feet and ten feet above the centerline grades of the intersecting streets in the area bounded by the street lines of such corner lots and a line joining points along said street lines 50 feet from the point of the intersection.
