§ 40.10. DESCRIPTION OF FLOOD DISTRICTS.
   (A)   General purposes of the flood districts. The flood districts are intended to protect life and property and reduce public expenditures in areas subject to flooding, by regulating the use of land in such areas, at the same time permitting reasonable economic use thereof.

   (B)   Purposes of the FW floodway district. The FW district is intended to prevent or reduce flood damage by keeping flood channels clear, thus permitting the free flow and discharge of floodwaters.

   (C)   Purposes of the FF flood fringe district. The FF district is intended to prevent or reduce damage in areas subject to ponding of floodwaters by requiring that uses subject to flood damage be established above expected flood elevations.
