The Airport Commission shall have charge of and control of the Alva Municipal Airport and shall be authorized to make rules and regulations governing the management, improvement, maintenance, operation, and regulation of said airport and may exercise on behalf of the city all the powers granted by 3 O.S. §§ 65.1 et seq., both inclusive, also known as the “Municipal Airports Act of 1947,” except as herein provided. No real property shall be disposed of by the Commission by sale, lease, or otherwise, except by authority of the City Council; however, the Commission may lease that portion of the airport devoted to agricultural purposes for such agricultural purposes and further may lease space, area, or improvements and grant concessions on the airport grounds proper for aeronautical purposes or purposes incidental thereto subject to the provisions of the Municipal Airports Act of 1947.
