(A) The pound officer, a police officer, or such other officer or employee of the city as the Business Manager may authorize:
(1) Shall take into custody and impound any animal running at large in violation of any provision of the ordinances of the city; and
(2) May enter upon the premises of the owner or other private premises to take such animal into custody.
(B) Any other person may take such animal into custody and present it to the authority in charge of the pound for impounding. The Council, by motion or resolution, may provide for the payment of rewards to private persons who present such animals at the pound if funds exist for the purpose.
(C) The owner may redeem the animal at the pound officer’s place of confinement as provided in this article. A description of any impounded animal shall also be posted in the office of the City Clerk or other place designated by the City Business Manager.
(D) No animal taken into custody as provided in this section shall be destroyed or permanently disposed of prior to the expiration of at least 72 hours’ time of taking the animal into custody, and then only after efforts to notify the owner, as provided in this section.
