§ 6-69. ALLOWING DOGS AND CATS AT LARGE OR TO TRESPASS.
   No person shall willfully allow any dog or cat owned by him or her, or under his or her control, to roam unrestrained about the public streets, nor trespass on private property. The gross negligence of the owner of such animal in allowing the dog or cat to violate this section shall be deemed a violation of this article and shall constitute a public offense.
