§ 6-67. RUNNING AT LARGE.
   (A)   Every person who owns, has charge, care, custody, possession, or control of any dog or cat within the city shall confine the dog or cat to premises owned or controlled by him or her. Confinement shall be accomplished by means of a substantial fence or similar enclosure of sufficient strength and height to prevent the dog or cat from escaping therefrom, or inside a house or other building, or by a leash consisting of a metal chain or other material of sufficient strength to prevent the dog or cat from escaping from the premises when the leash is stretched to its full length.
   (B)   No person who owns, has charge, care, custody, possession, or control of any dog or cat within the city shall fail to confine any dog or cat as required by subsection (A) above of this section.
   (C)   The provisions of subsection (A) above of this section shall not apply to any person who takes a dog or cat upon private property with the consent of the owner or person in control of the property, or upon any street or other public place when the dog or cat is under control of the person in a vehicle, or by means of a chain or leash of sufficient strength and length to control the actions of the dog or cat.
