The city of Alton has determined to operate an ambulance service utilizing the personnel and equipment of the city of Alton fire department to serve the needs of residents and visitors to the city of Alton in order to better promote the health and welfare of the community. It is the policy of the city of Alton to charge fees for the ambulance service and related services to be provided in connection therewith in order to recoup some of the cost incurred by the city of Alton in connection with the personnel and equipment required by the city of Alton fire department to provide said services. The city council of the city of Alton does hereby determine that appropriate fees shall be those as set forth in this chapter to be periodically adjusted to account for anticipated inflation with regard to the cost of personnel and equipment reasonably required in connection with providing said services.
