It shall be unlawful to store any "fireworks", as the same is defined herein, in the city, excepting as may be necessary for the giving of a licensed public exhibition of pyrotechnics as is provided for in this chapter.
Except as provided herein by definition, it shall be unlawful for any person to knowingly possess, offer for sale, expose for sale, sell at retail, or use or explode any fireworks, provided that the mayor may order the public display of fireworks by properly qualified individuals under the direct supervision of experts in handling of fireworks. Provided, also, that such display or displays shall be of such character and so located as in the opinion of the chief of the fire department shall not be hazardous to surrounding property or endanger any person or persons.
