The requirement for an earth contour change permit shall not apply to the following activities:
A. Customary, routine, and incidental grounds maintenance, landscaping, and home gardening which does not affect water runoff or storm water drainage.
B. Trenching and temporary excavation for the purpose of installing, maintenance, or repairing any public street, public utility facility or any utility service line.
C. Emergency work of a temporary nature necessary for the preservation of life, health or property which is done under such circumstances where it would be impossible or impracticable to obtain an earth contour change permit. (Ord. 6169, 7-23-1997)
