This chapter shall not be construed or interpreted to require a fee for an earth contour change permit when a building permit or other permit issued pursuant to an ordinance of this city permitting such excavating, grading, regrading, landfilling, berming or diking has already been paid for. This chapter shall not be construed or interpreted to require an earth contour permit for any activity which is governed by the regulations of title 6, chapter 14, "Storm Water Control", of this code.
