Any person required to obtain an earth contour change permit shall file a written application for an earth contour change permit with the public works director. Applications shall be in such form and have such content as the public works director may require and shall be accompanied by the payment of a permit fee of fifty dollars ($50.00). Every application shall contain sufficient information to enable the public works director to determine that the conditions for issuance required by this chapter will be met, and the director may require such sketches, site drawings, surveys, plans, blueprints, specifications, and other technical data as the director deems necessary to determine that the conditions for issuance will be met prior to issuance of a permit.
