9-5-1: PLAN AND PERMIT REQUIRED:
Prior to the commencement of any excavating, grading, regrading, landfilling, berming or diking of any property within the city, an earth contour change plan shall be on file with the department of building and zoning and an earth contour change permit shall be obtained from the public works director. Said earth contour change plan shall describe and/or depict the work to be done, the purpose of said work, the amount of earth to be moved, the dimensions of the change in contour at finish and the estimated change of the drainage from the site due to said contour change. Said earth contour change plan shall be on file and shall be reviewed by the public works director prior to the issuance of an earth contour changer permit. A separate permit shall be required for each separate, noncontiguous site or lot, and no permit shall be transferable without the prior written consent of the public works director.
