9-1-8: COLOR COORDINATED BOARD UP MATERIALS:
Where the owner or other person in control of any building elects to board up or cover over the doors and/or windows of said building, the materials used in boarding up or covering over said doors and/or windows must be color coordinated with the dominant colors of said structure so as to be aesthetically harmonious with said structure. The aesthetically harmonious test shall be applied with consideration to the neighborhood in which said structure is located and shall be judged according to what a reasonable person viewing the structure and considering all relevant circumstances would deem to be aesthetically acceptable or unacceptable.
