No person shall operate a neighborhood vehicle upon any street, road, highway or alley in the city of Alton unless he or she has complied with the minimum liability insurance requirements imposed upon a vehicle operator by the statutes of the state of Illinois and has proof of such minimum liability insurance coverage on or in his or her possession at all times while operating said neighborhood vehicle.
