After full and careful consideration of the volume, speed and character of traffic on the streets, roads, highways and alleys of the city of Alton, the city council of the city of Alton does hereby determine and find that the public safety will not be jeopardized by the authorization of the operation of neighborhood vehicles. Further, the city council of the city of Alton does hereby determine and find that neighborhood vehicles may safely travel on or across the streets, roads, highways and alleys of the city of Alton.
