When the city and the school board, hospital or owner of any shopping center or apartment complex which controls a parking area located within the limits of the city deem it desirable and in their mutual best interest, they may enter into a contract authorized by 625 Illinois Compiled Statutes 5/11-209 to empower the city to regulate the parking of automobiles on owner's parking area.
