8-3-6: PARKING PLACES AND TIMES RESTRICTED:
   A.   Applicability Of Regulations: The provisions of this section prohibiting the standing or parking of a vehicle shall apply at all times or at those times herein specified or as indicated on official signs, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device, and the provisions imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.
   B.   More Restrictive Provisions: The provisions imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.
   C.   Types Of Restrictions: When signs are erected giving notice thereof:
      1.   Parking Prohibited At All Times On Certain Streets: No person shall park a vehicle at any time on said streets.
      2.   Parking Prohibited During Certain Hours On Certain Streets: No person shall park a vehicle between the hours specified on any day except Sundays and public holidays within the district or upon any of said streets.
      3.   Stopping, Standing Or Parking Prohibited During Certain Hours On Certain Streets: No person shall stop, stand or park a vehicle between the hours specified on any day except Sundays and public holidays within the district or upon any of said streets.
      4.   Parking Time Limited On Certain Streets: No person shall park a vehicle for longer than the times designated on any day except Sundays and public holidays within the district or upon any of said streets.
The above and foregoing shall not apply to a motor vehicle bearing special registration plates issued to a physically handicapped person or a disabled veteran limited to such vehicles parked by the person to whom the registration plates are issued, and qualified operators acting under his express direction while the disabled or handicapped person is present. A permanent resident located within the area bounded by Fourth Street, Henry Street, Landmarks Boulevard and William Street shall be entitled to a special identification decal for his or her vehicle or vehicles, which shall allow him or her to park that vehicle in parking spaces on the public streets or alleys as listed below regardless of established parking restrictions and without being subject to illegal parking citations, except that the aforesaid privileges shall not apply to parking in spaces designated for handicapped parking. To obtain a special identification decal, the resident shall produce proof of permanent residency within the aforesaid area to the office of the city treasurer on forms to be supplied by the city treasurer. The decal shall be limited for display on an identified vehicle of the resident and shall be displayed in accord with the instructions of the city treasurer at the time of issuance. The city treasurer shall collect a fee of fifty dollars ($50.00) for each decal issued to the resident. The decal shall be valid only during the calendar year (January 1 through December 31) for which it is issued. If the resident desires to transfer the decal to another vehicle owned by the resident, the resident must bring in a portion of the previously issued decal sufficient to prove that it has been removed or destroyed and a new decal may be issued to the new vehicle of the resident for an administrative charge of ten dollars ($10.00). The parking privileges granted to the permanent residents as provided by this section shall be effective within the area bounded by Fourth Street, Henry Street, Landmarks Boulevard and William Street.       5.   Stopping, Standing Or Parking In Bus Stops: The driver of a passenger vehicle may stop temporarily at any marked bus stop for the purpose of loading or unloading a passenger or passengers except that such stop shall be prohibited when a bus or buses have already stopped or are about to stop at said bus stop. Vehicle parking shall be and the same is hereby permitted in designated bus stops in the city between the hours of seven o'clock (7:00) P.M. and twelve o'clock (12:00) midnight, except as otherwise posted.
      6.   Parking In Excess Of Eight Hours Restricted: It shall be unlawful for motor vehicles of the second division to be parked on any street within the corporate limits of the city for a period of time in excess of eight (8) hours. The foregoing shall not apply to motor vehicles of the second division commonly classified as three-quarter (3/4) ton or pickups, or to motor vehicles licensed for a gross weight not exceeding eight thousand (8,000) pounds.
