No person shall stop, stand, or park a vehicle within the confines of any city park, unless in the normal flow of traffic on the roadways designated therein, except parking shall be permitted upon those roadways, paths, paved lots, or other specific areas designated by the rules and regulations established by the park and recreation commission.
