8-3-1: MANNER OF PARKING:
   A.   Standing Or Parking Close To Curb: Except as otherwise provided in this chapter, every vehicle stopped or parked upon a roadway where there are adjacent curbs shall be so stopped or parked with the right hand wheels of such vehicle parallel to and within twelve inches (12") of the right hand curb as in accordance with state law.
   B.   Parallel Parking: Except where parking has been prohibited, or where the city council by ordinance has provided that angle parking shall be permitted, no person shall park or stand a vehicle other than parallel to the curb or edge of the roadway.
   C.   Obedience To Signs Or Markings:
      1.   Angle Parking: On those streets which have been signed or marked by the traffic engineer for angle parking, according to ordinances, no person shall park or stand a vehicle other than at the angle to the curb or edge of the roadway indicated by such signs or markings.       2.   Parking Lines: On those streets and on city owned parking lots which have been marked by the traffic engineer with lines to indicate boundaries for the purpose of parking vehicles, no person shall park or stand a vehicle on said street or lot unless properly within the boundaries so marked by the traffic engineer.
