8-2-18: LOADING AND UNLOADING RESTRICTIONS:
   A.   Curb Loading Zones:
      1.   Designated: The City Council is hereby authorized to determine the location of passenger and freight curb loading zones. The traffic engineer shall place and maintain appropriate signs indicating the same and stating the hours during which the provisions of this subsection are applicable.
      2.   Standing In Curb Loading Zones:
         a.   No person shall stop, stand or park a vehicle for any purpose or length of time other than for the expeditious unloading and delivery or pickup and loading of materials in any place marked as a curb loading zone.
         b.   The driver of a passenger vehicle may stop temporarily at a place marked as a curb loading zone for the purpose of and while actually engaged in loading or unloading passengers when such stopping does not interfere with any motor vehicle used for the transportation of materials which is waiting to enter or about to enter such zone.
      3.   Permits For Curb Loading Zones: The City Council shall not hereafter designate nor shall the traffic engineer sign any curb loading zone upon special request of any person unless such person makes application for a permit for such zone. Said applications shall be filed with the City Clerk, with a service fee of ten dollars ($10.00) per lineal foot per year or fraction thereof granted. The City Council may impose conditions upon the use of such zone. Each curb loading zone permit shall expire at the end of the year but may be renewed prior to expiration date upon payment of fee as required to the City within thirty (30) days. All curb loading zones shall become due and payable January 1 of each and every year. New curb loading zones may be made on a half (1/2) year basis after July 1 of said year. The application shall show the name of the person or persons, owner or tenant, requesting same and the reason therefor. Said curb loading zone shall not exceed fifty feet (50') in length, except upon the City Council's approval. Curb loading zones shall be those designated by the City.
   B.   Bus Stops:
      1.   Designation Of Bus Stops, Zones: The City Council may from time to time, by ordinance duly enacted, establish bus stops on such public streets, in such place and in such number as it shall deem to be of the greatest benefit and convenience to the public, and every such bus stop shall be designated by appropriate signs.
      2.   Stopping And Standing Of Buses Regulated:
         a.   The operator of a bus shall not stand or park such vehicle upon any street at any place other than a bus stop so designated as provided herein.
         b.   The operator of a bus shall not stop such vehicle upon any street at any place for the purpose of loading or unloading passengers or their baggage other than at a bus stop so designated as provided herein, except in case of an emergency.
      3.   Manner Of Passenger Loading: The operator of a bus shall enter a bus stop on a public street in such a manner that the bus when stopped to load or unload passengers or baggage, shall be in a position with the right front wheel of such vehicle not further than eighteen inches (18") from the curb and the bus approximately parallel to the curb so as not to unduly impede the movement of other vehicular traffic. All bus stop zones shall be sixty feet (60') in length except in the following instances:
         a.   Where zones are designated for side, the length of said zones shall be fifty feet (50') in length.
         b.   Where the length of any bus stop zone is specifically designated by ordinance of the City.
Bus stop zones shall be those designated by the City.
   C.   Mail Pickup Locations Designated: The City Council shall from time to time authorize by ordinance mail pickup locations on such public streets and in such number as it shall determine to be of the greatest benefit and convenience to the public and to the transportation of United States mail, and every such mail pick-up location not within thirty feet (30') of a street corner shall be designated by appropriate signs.
   D.   Taxi Stands: All taxi stands in the City shall be designated by ordinance of the City.
All requests for taxi stands or changes in taxi stands shall be made by the owner or owners of said cab company, citing the location and the need for a taxi stand or stands. Taxi stands shall be those designated by the City.
   E.   Permits For Loading Or Unloading At Angle To The Curb:
      1.   The traffic engineer is authorized to issue special permits to permit the backing of a vehicle to the curb for the purpose of loading or unloading merchandise or materials subject to the terms and conditions of such permit. Such permits may be issued either to the owner or lessee of real property or to the owner of the vehicle and shall grant to such person the privilege as therein stated and authorized herein.
      2.   It shall be unlawful for any permittee or other person to violate any of the special terms or conditions of any such permit. (Ord. 3378, 10-12-1966)
