8-2-5: SPEED REGULATIONS:
   A.   In General: Except as otherwise provided by this Chapter, it shall be unlawful to drive any motor vehicle on any street in the City at a speed in excess of thirty (30) miles per hour, or in an alley at a speed in excess of fifteen (15) miles per hour. The speed of all vehicles, of the second division, as defined by Statute, having two (2) or more solid tires shall not exceed ten (10) miles per hour.
   B.   Speed Reduced: The fact that the speed of a vehicle is lower than the limits set by this Chapter shall not relieve the driver from the duty to decrease speed when approaching and crossing an intersection, when approaching and going round a curve, when approaching a hillcrest, when traveling upon any narrow or winding roadway or when special hazards exist with respect to pedestrians or other traffic by reason of weather or highway conditions, and speed shall be decreased as may be necessary to avoid colliding with any person or vehicle, or on entering the highway in compliance with legal requirements and the duty of all persons to use due care.    C.   Decrease Of Maximum Speed:
      1.   When it is determined, upon the basis of an engineering and traffic investigation, that the speed permitted in subsection A of this Section upon those streets or portions designated by the City is greater than is reasonable or safe under the conditions found to exist upon such streets, it is hereby declared that the maximum speed limit upon those streets or portions thereof shall be as designated by the City, which speeds shall be effective when signs are erected giving notice thereof.
      2.   On a school day when school children are present and so close thereto that a potential hazard exists because of the close proximity of the motorized traffic, no person shall drive a motor vehicle at a speed in excess of twenty (20) miles per hour while passing a school zone or while traveling upon any public thoroughfare where children pass going to and from school. For the purposes of this subsection, a school day shall begin at seven o'clock (7:00) A.M. and shall conclude at four o'clock (4:00) P.M. This subsection shall not be applicable unless appropriate signs are posted. Such signs shall give proper due warning that a school zone is being approached and shall indicate the school zone and the maximum speed limit in effect during school days when school children are present. Nothing in this Chapter shall prohibit the use of electronic speed-detecting devices within five hundred feet (500') of signs within a special school speed zone indicating such zone, as defined in this subsection, nor shall evidence obtained thereby be inadmissible in any prosecution for speeding, provided the use of such device shall apply only to the enforcement of the speed limit in such special school speed zone.    D.   Increase Speed Limit On Certain Streets: When it is determined, upon the basis of an engineering and traffic investigation, that the speed permitted by this Chapter upon certain streets or portions thereof is less than is necessary for safe operation of vehicles thereon by reason of the designation and sign posting of said streets as through highways, or by reason of widely spaced intersections, it is hereby declared that the maximum speed limit upon those streets or portions thereof shall be as designated by the City, which speed so declared shall be effective when signs are erected giving notice thereof.
   E.   Regulation Of Speed By Traffic Signals: The traffic engineer is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within a district or at intersections and shall erect appropriate signs giving notice thereof.
