No person shall operate any motor vehicle upon the streets or alleys of the City unless such person shall have been issued a valid license or permit as an operator, or as an operator of a commercial vehicle, or a restricted driving permit by the state in which he is domiciled, or is exempted from having a license or permit by the laws of such state.
