The provisions of this Title shall apply to the operator of any privately or publicly owned vehicle or any vehicle owned by or used in the service of any governmental agency, except as otherwise provided herein; and any person doing any act forbidden or failing to perform any act required by this Title shall be fined as provided in this Code.
