It shall be unlawful for any person to engage in the act of solicitation commonly known and referred to as "trick-or-treating" under the following conditions:
A. More than one day prior to Halloween.
B. More than five (5) blocks from the home of the "trick or treater" and then only if the "trick or treater" is under the age of thirteen (13) years and is accompanied by an adult.
C. At any residence where an exterior light is not burning.
D. At any time other than between the hours of six o'clock (6:00) P.M. and eight o'clock (8:00) P.M. (Ord. 4881, 10-10-1984)
