It shall be unlawful for any person to be cruel to any animal or bird. Any person who inhumanely beats, overloads, underfeeds or abandons any animal shall be deemed guilty of a misdemeanor. Any person who shall keep or cause to be impounded in any animal shelter or other place any creature shall supply the same during confinement with a sufficient quantity of good and wholesome food and water. All animals shall be provided adequate shelter and protection from the weather. A community cat released in accordance with chapter 12 of this title shall not be considered to be abandoned under this section. (Ord. 7513, 4-27-2016)
